Forum: Article 23 of the Basic Law and the rule of law in Hong Kong (7th, December 2002)

The forum was held by APLA on 7th December 2002. The lecturing guests included the Secretary for Justice Elsie Leung, the member of the Executive Meeting Matthew Liao (Senior Counsel), the member of the Basic Law Committee Maria Tam Wai-chu (Barrister), the supervisor of the Shue Yan College Henry Hu (Barrister) and the Justice of Appeal of the Court of Appeal of the High Court Liu.

Leung, Tam and Hu all believed that the implementation of the article 23 of the Basic Law would neither hamper the well-established rule of law in Hong Kong, nor the liberty and freedom of the Hong Kong citizens. The forum, with more than 200 legal practitioners and academies attended, received a warm response from the legal sector. The participants of the forum discussed the consultation paper of the implementation of article 23 of the Basic Law in depth with a professional and unbiased manner.
